Online Consulta Attack/Vote Analysis
On March 15 and March 21, 1999 the Zapatistas' online voting facility suffered massive simultaneous attacks. Although the attacks appear to be from many sources world-wide, a careful analysis reveals that possibly only one dedicated attacker in Nicaragua orchestrated all of it, working through accounts in Mexico,
We were successful at removing all false ballots. However at least three real ballots were totally lost because of the attacks. More may have been lost, but not many. We have learned steps to take so that in the future, no ballots will be lost.
At the time that La Consulta closed, 968 ballots were recorded. However, most of these were false ballots entered as part of the attacks. When these false ballots and the regular errors were removed, a total of 210 ballots remained. These 210 voters sent in valid ballots and received receipts for their participation. A "soft result" was achieved by counting good-faith attempts to vote that met technical difficulties for a number of reasons, some related to the attacks. The additional participants did not receive the receipt and could not be included in the official count.
